Proving and Improving!
All depends on their usage. Usable on a timely basis to track performance and then in turn can be used to point out lower /higher performers to managers/trainers on who to compliment/work with.
Unless you have a highly motivated person who is extremely competitive, having someone see low performance without outside intervention can be a recipe for low morale.
